The European Union Timber Regulation (EUTR) applies to plywood and other timber products, including solid wood, flooring, pulp, and paper. The EUTR aims to prevent the trade of illegally harvested timber and timber products by outlining obligations for operators and traders:
Operators
The first to place timber on the EU market, operators must ensure that the timber is legally harvested and exported. They must also implement a risk management system, such as the Due Diligence System (DDS), to minimize the risk of placing illegal timber on the market.
Traders
Buy and sell timber products that have already been placed on the EU market. They must keep records of their suppliers and customers to ensure product traceability.
Timber with a license
Timber accompanied by a Forest Law Enforcement, Governance, and Trade (FLEGT) or Convention on International Trade in Endangered Species (CITES) license is automatically considered legal.
The EUTR will be repealed on December 30, 2024, when the Regulation on deforestation-free products takes effect.

Purpose
The EUDR aims to prevent products from contributing to deforestation and forest degradation.
Effective date
The EUDR went into effect on June 29, 2023.
Requirements
To comply with the EUDR, wood products must meet the following requirements:

Be produced in accordance with the country of production’s legislation
Be covered by a due diligence statement (DDS)
Ensure that all plots of land involved in the shipment are identified
Ensure that wood used in the product is not mixed with wood of unknown origin or from deforested areas
Traceability
Products should be traceable at the batch or lot level, meaning each batch has a unique identifier that can be linked to its production location
Enforcement
The public can submit concerns to competent authorities if they believe a company is not complying with the EUDR. Competent authorities will assess the concerns and take action.
The EUDR also applies to other commodities, including cattle, cocoa, coffee, oil palm, rubber, and soy.
