The European Commission recently announced a legislative proposal to extend the implementation of Regulation No. 2023/1115 against deforestation and forest degradation (EUDR) by 12 months. If approved by the European Parliament and Council, the law would come into effect on December 30, 2025, for large companies and on June 30, 2026, for micro and small enterprises.

This proposal responds to feedback from global partners and concerns about their readiness. Additionally, the risk country evaluation, initially set to be released earlier, is now scheduled for June 30, 2025.

In conjunction with this, the Commission has published technical documents to clarify the regulation’s application. A guidance document addresses key topics, such as legality requirements, the role of certification, and the definition of agricultural use. A newly updated FAQ includes over 40 additional answers to questions from stakeholders worldwide. A dedicated webpage detailing SME obligations and correcting common misconceptions about the EUDR has also been launched.

To bolster global efforts to fight deforestation, the Commission introduced an international cooperation framework, outlining principles and actions to support third countries in complying with the EUDR, with special attention to smallholders. The methodology for risk country evaluation will be published soon, with the majority of countries expected to be classified as low risk.

Instructions for using the future information system and registration forms for training sessions will be made available on the Commission’s website in the coming days. Additionally, stakeholders can now subscribe online to the Commission’s newsletter for updates on the EUDR.
